Mongolia’s government has asked the public how to spend a dividend it has not received yet. Its E-Mongolia poll opened from October 14 to 28 on a proposed 3 trillion tugrik (USD 836m) dividend.

The 2027 draft budget puts 2 trillion tugrik (USD 557m) toward infrastructure and 1 trillion tugrik (USD 278m) into the Savings Fund. The poll’s real job is legislative. Its result will be used to change the wealth fund law that now forbids spending the money.

The law the poll is meant to change reaches beyond Oyu Tolgoi. The wealth fund law passed in 2024 says the dividends from the state’s stakes in every strategic deposit go into the Savings Fund, for education, health and housing only, in non-cash form.
