Mongolian Prime Minister Uchral Turns Oyu Tolgoi Dividends Into a 2027 Budget Pillar

Prime Minister Nyam-Osoryn Uchral’s first budget relies on 3 trillion tugrik ($836 million) in expected Oyu Tolgoi dividends to help finance tax relief and energy investment.

The draft budget forecasts revenue of 41.3 trillion tugrik ($11.5 billion) and expenditure of 43.6 trillion tugrik ($12.1 billion), leaving a deficit equivalent to 2% of GDP, below the statutory ceiling.

Spending is set to rise by roughly 10 trillion tugrik from the previous year, an increase that comes as the ruling party prepares for the 2027 presidential election. PM Uchral argues that much of the increase will benefit pensioners and public-sector workers.
