Mongolia Budget: Why Central Bank Raised Rates Ahead of Fiscal Debate

On August 12, the Bank of Mongolia ended an 18-month policy-rate pause, raising its benchmark by 50 basis points to 12.5%. This signalled fiscal restraint ahead of upcoming budget discussions.

The bank normally holds its third-quarter monetary-policy meeting in September. Its decision to move in August, before the government presents its next Mongolia budget to parliament, looks less like a conventional response to the latest inflation reading than an early warning to the cabinet.

Fiscal expansion has limits, and the central bank is prepared to tighten monetary conditions if the government ignores them. The bank’s published schedule places its regular September meeting on September 14-17.

The message matters because inflation has accelerated sharply. Inflation reached 13% in July, while food prices rose by more than 25%.
