Why Mongolia's Ruling Party Can't Pass Its Budget Despite a Parliamentary Majority
The ruling Mongolian People’s Party (MPP) has a majority, yet the government cannot reliably get enough lawmakers into the chamber to pass its budget.
The autumn budget process is therefore becoming a test not of arithmetic, but of political cohesion.
Parliament opened its autumn session on September 15 with a crowded fiscal agenda. Lawmakers must settle a delayed 2026 supplementary budget while considering the government’s 2027 budget before the statutory deadlines in November.
The first warning came when a plenary session could not proceed after only 52 of parliament’s 126 members registered their attendance, well below the quorum. This was not simply an opposition boycott. MPP lawmakers were also absent, exposing a vulnerability that its parliamentary majority cannot conceal.
