Mongolia Eyes $5.5B Foreign Investment with 30-Day Complaint Guarantee

On September 23 Mongolia promised investors what its laws have promised for decades. A complaint resolved in thirty days, by law.

Deputy Prime Minister Togmidyn Dorjkhand of HUN, the junior coalition partner, put the plan to the Cabinet, targeting $5.5 billion in annual foreign direct investment by 2028.

Investments above ₮100 billion ($28 million) would earn twenty-year stabilization certificates, customs relief and deferred VAT.

The real test is whether the promise outlives its maker.

To his credit, Dorjkhand said it plainly. He told the Cabinet investor complaints rot inside state agencies until investors stay away. In 2026 the Economy Ministry received 51 complaints worth ₮4.4 trillion ($1.2 billion), and claims action on 30 worth ₮3.1 trillion.
