On paper, Mongolia’s rotation of three prime ministers in twelve months points to profound institutional fragility. In reality, this executive churn masks a highly calculated consolidation of power by the ruling party.

Prime Minister Nyam-Osoryn Uchral leads a cabinet built for continuity, not a fragile new experiment.

Uchral kept on key figures to satisfy warring factions after the Mongolian People’s Party endured bitter internal fights. Retaining figures like Cabinet Secretariat Chief Battumuryn Enkhbayar prioritizes short-term political loyalty.

MPP power brokers are dialing down the temperature to prevent another disruptive internal conflict. In February 2026, Uchral called for the expulsion of former Speaker Amarbayasgalan and former Deputy Speaker Bulgantuya; the proposal subsequently faded without action.
