How Mongolia’s Smart Selbe Project Impacts Urban Housing Costs

Every winter, the coal smoke rising over Ulaanbaatar’s ger districts exposes the limits of Mongolia’s urban development model.
Hundreds of thousands of people live within the capital’s boundaries but beyond the reach of its infrastructure.
Urban housing shortages, air pollution and inadequate sanitation have become different faces of the same problem.
The government’s latest answer is Selbe 20-Minute Sub-Center (rebranded as Smart Selbe City), a 158-hectare redevelopment project designed to transform a ger district into a mixed-use urban area.
The project aims to replace thousands of individual land plots with apartment blocks, schools, kindergartens and public services. The first phase targets 8,575 apartments, eventually urban housing more than 10,000 households.
