However, severe overgrazing and flawed sustainability incentives threaten its environmental goals. For initiatives like the Billion Trees project and rangeland carbon markets to succeed, the government must align local herder economics with long term conservation.

Prime Minister Nyam-Osoryn Uchral has urged delegates to focus on measurable implementation. That is precisely the standard Mongolia should now face. The success of COP17 will depend less on what is agreed in Ulaanbaatar than on whether the government changes the incentives that have made land degradation so persistent.

The government’s Billion Trees campaign illustrates both the ambition and the challenge. About 128m trees had been planted by early 2026, against a target of one billion by 2030.
