Moscow Deal Eases Mongolia Fuel Pressure

Mining Minister Damdinnyam’s recent visit to Moscow has secured discounted diesel and aviation fuel for Mongolia, alongside more flexible payment terms. The agreement offers immediate relief for an economy repeatedly strained by fuel shortages, but it also reinforces a dependence that has become increasingly difficult to unwind.

The deal follows a period of acute stress in Mongolia’s fuel system.
In late 2025, shortages triggered rationing in rural provinces and long queues in Ulaanbaatar, exposing the fragility of supply chains tied almost entirely to Russian imports.
The latest negotiations aim to prevent a repeat of those disruptions as demand rises again with the start of the agricultural season and sustained activity in the mining sector.
